It just means, statistically, if 100 people watch for 20 minutes, 1 of them will die at some point within those 20 minutes. After 1.39 hours, all 100 people will statistically be dead. You're entirely right that actually determining that pattern would require killing quite a lot of people.
But, yes, it's also a completely made-up effect in-universe.
